88th Legislative Session Priorities
QUALITY TEACHING STAFF
The biggest impact on a student’s achievement is having a high-quality educator.
- Allocate funding with local control to use towards recruitment and retention of high-quality educators.
- Require educator preparation programs and alternative certification programs to include instruction in behavior management and relationship building.
- Fund and support adequate retirement and benefits to increase recruitment into education.
- Reconsider allowing teachers to leave their positions mid-contract without certificate penalty.
- Show value by allowing teachers to earn Reading Academy through credit-by-exam.
SCHOOL FINANCE
Our commitment to our community is to exercise financial responsibility and functional equity.
- Examine enrollment-based funding instead of the current attendance-based formulas.
- Consider adjustments to the basic allotment to parallel increased inflationary costs.
- Provide funding sources to leverage healthy relationships, behavior intervention strategies, and counseling services.
- Maintain models to support fast growth schools through the state allotment.
- Continue the work to reduce the burden of property taxes on the taxpayer.
STUDENT SAFETY & HEALTH
Students are more engaged when they feel safe and their social and emotional needs are met.
- Provide funding sources to expand the application of the newly adopted character and social emotional learning objectives.
- Require educator preparation programs and alternative certification programs to include instruction in behavior management, relationship building and restorative practices.
- Provide resources and allowances for schools to better serve students with extreme behavioral and emotional needs.
STUDENT LEARNING
Our goal is to prepare our students for life beyond high school.
- Establish an expedited version of Reading Academies for teachers with the Science of Teaching Reading (STR) certification.
- Fully fund full-day prekindergarten, like K-12.
- Perform a tri-agency (TEA, THECB, TWC) audit of current data collection and reporting requirements to identify and address gaps in existing data collection methods with the intent to support the 60x30TX goals.
