Wylie ISD Names Dr. Kim Spicer Acting Superintendent of Schools

The Wylie ISD Board of Trustees unanimously voted during a special-called meeting on Monday, Sept. 8, to appoint Dr. Kim Spicer, who currently serves as the district’s Deputy Superintendent, as Acting Superintendent of Schools. The Board also voted to approve the acceptance of Superintendent Dr. David Vinson’s resignation, which will take effect once his contract with Conroe ISD is finalized. At that time, Dr. Spicer will formally assume her role as Acting Superintendent.

With this decision, the Board ensures stable and experienced leadership at the helm of Wylie ISD while the process of selecting the district’s next superintendent moves forward.

“Wylie ISD is home to me, and I am humbled to step into this role to continue the incredible work happening across our district,” Dr. Spicer said. “I am grateful for the trust placed in me by the Board and look forward to leading our dedicated team during this important time of transition.”

Board President Dr. Jacob Day, speaking on behalf of trustees, added, “The Board has complete confidence in Dr. Spicer’s ability to guide Wylie ISD during this time. She is a proven leader who knows our district inside and out and has consistently demonstrated her commitment to students, staff, and families. We are grateful for her steady leadership and look forward to working alongside her.”

Dr. Spicer has served as Wylie ISD’s Deputy Superintendent since 2018, overseeing key areas such as curriculum, athletics, fine arts, career and technical education, and technology. In this role, she also supports the Superintendent in advancing the district’s priorities and improvement efforts, and assumes responsibility for day-to-day operations in his absence. From 2015 to 2018, she was Assistant Superintendent of Curriculum and Instruction, providing leadership in academic programming, professional development, and principal supervision.

Before joining Wylie ISD, Dr. Spicer served in Frenship ISD for two decades, including 10 years as principal of Frenship High School. She began her career as a science teacher in West Texas before advancing into campus and district leadership roles.

Dr. Spicer holds a Doctor of Education in Educational Leadership from Lamar University, a Master of Education from Angelo State University, and a Bachelor of Science from Angelo State University. She earned her superintendent certification from Lubbock Christian University.
