Wylie ISD Board of Trustees Names Dr. Kim Spicer Lone Finalist for Superintendent

The Wylie ISD Board of Trustees unanimously voted during a special-called meeting on Tuesday, Sept. 23, to name Acting Superintendent Dr. Kim Spicer as the Lone Finalist for Superintendent of Schools. Following the required 21-day waiting period, Dr. Spicer is expected to become the district’s first female superintendent in its nearly 125-year history.
Dr. Spicer has been a cornerstone of Wylie ISD’s success over the past decade. Since 2018, she has served as Deputy Superintendent, overseeing critical areas including curriculum, athletics, fine arts, career and technical education, and technology. While she has led and overseen curriculum, Wylie ISD has consistently maintained an A-rating from the Texas Education Agency and, in 2022, was recognized by Solution Tree as a Model Professional Learning Community (PLC) at Work® District. This three-year designation validated the district’s commitment to collaborative professional learning, a focus on student achievement, and a culture centered on continuous growth.
From 2015 to 2018, she served as Wylie ISD’s Assistant Superintendent of Curriculum and Instruction, where she provided leadership in academic programming, professional development, and principal supervision. Prior to her time in Wylie, Dr. Spicer spent two decades at Frenship ISD, including 10 years as principal of Frenship High School. She began her career as a science teacher in West Texas before advancing into leadership roles at both the campus and district levels.

“I am deeply honored to be selected as the Lone Finalist for Superintendent,” Dr. Spicer said. “Wylie ISD’s strength comes from the relationships we share with students, families, staff, and our community, and that is what makes our success possible. I am committed to building on the proud legacy of this district while continuing to listen, grow, and ensure that every decision keeps students at the center of our work.”
Board President Dr. Jacob Day said the Board’s decision reflects the importance of providing both stability and vision for Wylie ISD’s future.
“Our community loves where we are as a district,” Day said. “We are thriving, and Dr. Spicer has been a huge part of that success. Staff, parents, and community members know her, they trust her, and they have seen her impact firsthand. We wanted someone who is invested in this community, who shares our values, and who is always striving to make Wylie ISD even better. That person is Dr. Kim Spicer.”
Day added that Dr. Spicer’s experience and impact have been clear throughout her time in Wylie ISD.
“Dr. Spicer has a proven track record of guiding our district to success,” Day said. “She has consistently strengthened curriculum and instruction, supported our staff, and kept the focus on our students and their achievement. Her leadership has been key to continuing the excellence our community expects from Wylie ISD.”
Dr. Spicer holds a Doctor of Education in Educational Leadership from Lamar University, a Master of Education from Angelo State University, and a Bachelor of Science from Angelo State University. She earned her superintendent certification from Lubbock Christian University.
