W.I.N.G.S. NON-PLACEMENT APPEALS PROCESS




Information on how to appeal a non-placement decision is detailed in the sections below. An announcement of a decision in the parent's presence shall constitute communication of the decision.
Level 1
  • A student or parent who disagrees with the results of the screening process for the Gifted and Talented Program shall request a conference with the district Advanced Academics Coordinator within ten days of being notified of the non-qualification of the student for the GT program. The Gifted/Talented Coordinator shall schedule and hold a conference with the student or parent within seven days of the request. The student or parent will be given access to the Gifted/Talented student profile, test scores, and an explanation of the screening process.
Level 2
  • If the outcome of the conference with the Advanced Academics Coordinator is not to the student and/or parent’s satisfaction, the student or parent may request a conference with the Director for Curriculum & Instruction within seven days of the conference with the Advanced Academics Coordinator. The Curriculum Director shall schedule and hold a conference with the student and/or parent.
Level 3
  • If the outcome of the conference with the Curriculum Director is not to the student or parent’s satisfaction, the student or parent may request, within ten days, a conference with the Superintendent or designee, who shall schedule and hold a conference. Prior to or at the time of the conference, the student or parent shall submit a written complaint that includes a statement of the complaint, any evidence in its support, the solution desired, the student or parent’s signature, and the date of the conferences with the Superintendent or designee.
Level 4
  • New ItemIf the outcome of the conference with the Superintendent or designee is not to the student or parent’s satisfaction, the student or parent may submit to the Superintendent a written request to place the matter on the agenda of the next regular Board meeting.
  • The Superintendent or designee shall inform the student and/or parent of the date, time, and place of the meeting. The presiding officer shall establish a reasonable time limit for complaint presentations. The Board shall hear the complaint and take whatever action it deems appropriate. The lack of official action by the Board shall uphold the administrative decision at Level Three.
  • If the complaint involves concerns or charges regarding an employee, it shall be heard by the Board in closed meeting unless the employee to whom the complaint pertains requests that it be public. Also, all individual student issues will be heard by the Board in closed meeting.
