The NJHS Constitution
The National Junior
Honor Society at Burnett Junior High School
is more than just an honor
roll. The Honor Society chapter establishes rules for membership
that are based upon a student's outstanding performance in the areas
of scholarship, service, leadership, and character (plus citizenship
for NJHS). These criteria for selection form the foundation upon
which the organization and its activities are built.
Scholarship: Students who have a cumulative grade
point average of 90 and 88 in pre-Ap classes (on a 4.0 scale) or equivalent
standard of excellence, or a higher cumulative average set by the
local school's Faculty Council, meet the scholarship requirement for
membership. These students are then eligible for consideration on
the basis of service, leadership, and character (and citizenship for NJHS).
Service: This quality is defined
through the voluntary contributions made by a student to the school
or community, done without compensation and with a positive,
courteous, and enthusiastic spirit.
Leadership: Student leaders are
those who are resourceful, good problem solvers, promoters of school
activities, idea-contributors, dependable, and persons who exemplify
positive attitudes about life. Leadership experiences can be drawn
from school or community activities while working with or for
others.
Character: The student of good
character upholds principles of morality and ethics, is cooperative,
demonstrates high standards of honesty and reliability, shows
courtesy, concern, and respect for others, and generally maintains a
good and clean lifestyle.
Citizenship: The student who
demonstrates citizenship understands the importance of civic
involvement, has a high regard for freedom, justice, and democracy,
and demonstrates mature participation and responsibility through
involvement with such activities as scouting, community
organizations, and school clubs.
Activities
of the BJH NJHS include service
projects such as a drive for the Clothes Cottage in the fall among
home rooms to compete to raise the most school supplies and
clothing. We will also meet once a month probably on Tuesday
mornings.

ARTICLE I: NAME AND PURPOSE
Section 1. The name of this organization shall be the Wylie Junior
High School Chapter of the National Junior Honor Society of
Secondary Schools (NJHS).
Section 2. The purpose of this organization shall be to create
enthusiasm for scholarship, to stimulate a desire to render service,
to promote leadership, to develop character, and to encourage
citizenship.
Section 3. The NJHS shall be under the sponsorship and supervision
of the National Association of Secondary School Principals (NASSP),
1904 Association Drive, Reston, VA 22091.
ARTICLE
II: THE PRINCIPAL
Section 1. The principal shall reserve the right to approve all
activities and decisions of the chapter.
Section 2. The principal shall annually appoint a chapter adviser or
advisers, who may serve consecutive terms.
Section 3. The principal shall be a part of the local school
district appeal process for nonselective or dismissal cases.

ARTICLE III: THE CHAPTER ADVISER
Section 1. The chapter adviser shall be responsible for the direct,
day-to-day supervision of the chapter and act as liaison between
faculty, administration, students, and community.
Section 2. The chapter adviser shall maintain files on membership,
chapter history, activities, and financial transactions. The chapter
adviser shall send the annual activity report to the national
office.
Section 3. The chapter adviser shall regularly review each member
for compliance with Society standards and obligations.
Section 4. The chapter adviser shall help the chapter officers
understand and carry out their duties.
ARTICLE IV: FACULTY COUNCIL
Section 1. The faculty council shall consist of one voting faculty
member per academic team that is appointed annually by the
principal. No principal or assistant principal may be included on
the faculty council.
Section 2. The term of the faculty council shall be one year.
Members may be appointed to consecutive terms.
Section 3. The chapter adviser shall be an ex-officio, nonvoting,
additional member of the faculty council.
Section 4. The faculty council shall meet at least once a year to
consider dismissal, non-selection, and warning cases.

ARTICLE V:
MEMBERSHIP
Section 1. Membership in this chapter is an honor bestowed upon a
student. Selection for membership is by a faculty council and is
based on outstanding scholarship, character, leadership, service,
and citizenship. Once selected, members have the responsibility to
continue to demonstrate these qualities.
Section 2. The faculty council shall reserve the right to award
honorary membership to school officials, principals, teachers, NJHS
advisers, or adults in recognition of outstanding service rendered
to the school in keeping with the purpose of the National Junior
Honor Society.
Section 3. Candidates become members when inducted at a special
ceremony.
Section 4. A National Junior Honor Society member who transfers to
Wylie Junior High School and brings a letter from the principal or
chapter adviser of the former school shall be accepted automatically
as a member. However, transfer members must meet this chapter’s
standards within one semester in order to retain membership.
Section 5. Members who resign or are dismissed are never again
eligible for membership or its benefits.
ARTICLE VI: SELECTION OF MEMBERS
Section 1. To be eligible for membership the candidate must be a
member of either the seventh or eighth-grade class. Candidates must
have been in attendance at this school the equivalent of one
semester. Therefore, some candidates may be ineligible for induction
because of the semester ruling. However, many students are required
to move with parents or guardians that have transferred in their
work. In such cases the principal may seek a recommendation form the
previous school principal pursuant to the candidate’s selection.
Based on the recommendation of the previous principal, the faculty
council may waive the semester regulation.
Section 2. Candidates must have a cumulative scholastic average of
at least 90.0, or the equivalent standard of excellence on work from
the previous semester, on a minimum of 7th grade level work. A 90.0
or higher average must also be maintained in the semester that the
induction actually occurs.
Leonard Clause: The Faculty Council will consider an exception if
pre-ap classes are taken by any student and causes the cumulative
average to fall between an 88 and 90.
Section 3. The selection of each member to the chapter shall be by a
majority vote of the faculty council; no principal, assistant
principal, nor faculty adviser shall be allowed to cast a vote in
the selection process. However, prior to the time that candidates
are notified of their eligibility for membership, the faculty
council, principal, assistant principal, and faculty adviser shall
meet and discuss each student’s qualifications. Decisions by the
faculty council shall be made by reviewing comments submitted by
each of the candidate’s teachers. Faculty members shall be asked to
provide information in the following area: character, leadership,
service, and citizenship. Discipline folders shall also be checked
as part of the screening process.
Section 4. Candidates must also obtain and complete an activity
survey once they have been notified that they are eligible for
membership. Failure to submit this form by the designated time shall
automatically disqualify the student from induction. Even though the
candidate may not have engaged in various activities, the form must
still be signed and returned by the specified time. Such compliance
shall indicate a candidate’s interest in becoming a member of the
NJHS.
Section 5. The student shall comprehend that membership in the NJHS
is an honor and not something for which he makes application.

ARTICLE
VII: DISMISSAL
Section 1. Members who fall below the standards which were the basis
for their selection shall be promptly warned in writing by the
chapter adviser and given one six-week grading period to correct the
deficiency. In cases of flagrant violation of school rules or civil
laws a member shall not necessarily have to be warned.
Section 2. The faulty council shall determine when an individual has
exceeded a reasonable number of warnings.
Section 3. In all cases of impending dismissal, a member shall have
a right to a hearing before the faculty council.
Section 4. A member who has been dismissed may appeal the decision
of the faculty council under the same rules for disciplinary appeals
in the school district.
Section 5. The National Council and the NASSP shall hear no appeals
in dismissal cases.
ARTICLE VIII: CHAPTER OFFICERS
Section 1. The officers of this chapter shall be a president,
vice-president, secretary, treasurer, and reporter. The president
shall preside at meetings, and the vice-president shall fill the
position in his absence. The secretary shall keep the minutes of the
meetings, and the treasurer shall oversee the collection of money
and maintain records of financial transactions. The parliamentarian
shall see that the chapter follows its constitution and that
meetings are conducted in an orderly manner. The historian will
maintain an accurate, chronological record of chapter activites.
Section 2. Officers shall be eighth-graders, and their election
shall take place during the last regular meeting of their
seventh-grade year.
Section 3. New officers shall be installed at a special ceremony
conducted by the outgoing, eighth-grade officers.
ARTICLE IX: EXECUTIVE COMMITTEE
Section 1. The executive committee shall consist of the officers of
the chapter and the chapter adviser.
Section 2. The executive committee shall have general supervision of
the affairs of the chapter between its business meetings, make
recommendations to the chapter, and determine and perform such other
duties as specified in the bylaws. All actions and recommendations
of the executive committee shall be subject to the review of the
chapter membership.
Section 3. The executive committee shall have the responsibility for
ensuring that chapter activities and procedures follow school policy
and regulations.

ARTICLE X:
MEETINGS
Section 1. The chapter shall have regular meetings during the school
year in accordance with school policy and regulations.
Section 2. All members are expected to remain active by fully
participating and attending in all meetings.
ARTICLE
XI: ACTIVITIES
Section 1. The chapter shall determine one or more service projects
for each year.
Section 2. All members shall regularly participate in these
projects.
Section 3. These projects shall have the following characteristics:
fulfill a need within the school or community; have the support of
the administration and the faculty; be appropriate and educationally
defensible; and be well planned, organized, and executed.
Section 4. Each member shall have the responsibility of choosing and
participating in a service project which reflects his or her
particular talents and interests. This is in addition to the chapter
projects to which all shall contribute.
Section 5. The chapter shall publicize its projects in a positive
manner.

ARTICLE XII: OFFICIAL INSIGNIA
Section 1. This organization shall have an official emblem selected
by the National council. The emblem shall be uniform.
Section 2. The distribution of the emblem and the rules for its use
shall be under the exclusive control of the National Council.
Section 3. Each active, graduate, or honorary member shall be
entitled to wear this emblem.
Section 4. Any member who resigns or is dismissed shall return to
the chapter adviser the emblem and other items bearing the official
insignia, regardless of whether such articles have been obtained as
gifts, awards, or personal purchases. Furthermore, each member
agrees that acceptance of items bearing the official insignia shall
be considered affirmation of this stipulation.
Section 5. All insignia must be procured from the national secretary
of the National Junior Honor Society, 1904 Association Drive,
Reston, VA 22091. All insignia are registered in the United States
Patent Office and may not be copied by anyone.
Section 6. The motto of the National Junior Honor Society shall be
“Light is the symbol of truth.
Section 7. The official colors of the National Junior Honor Society
shall be blue and white.

DUES
This chapter shall have no annual dues.

XIV: AMENDMENTS
This constitution may be amended by a majority vote of the chapter,
provided that the executive committee has approved the proposed
amendment
